By now i expect that you have read and understand How To Add Label To Post, the rest of the tutorial depends on it.
Now, let's assume you want to create a page titled "How To Guide" and you want all posts related to How To Guide to be displayed on the page.
==> Login to Blogger dashboard and click on "Layout"
==> Click on the "Edit" on Pages tab as seen in the picture below:
==> Click on Add External Link
==> From the pop-up box, Enter the Title you want for the page in the page title box and enter the link below in the Web Address URL box and Click Save Link.
LINK TO YOUR BLOG/search/label/NAME OF THE LABEL
eg. http://www.fospaceblog.com/search/label/Word

The name of the label is what you will add to each post you want to be displayed on the page. Any post (new or old) that you add this label to, will be filed under the page.
The page will be blank if I don't label any of my post with "word".

NOTE:
1.YOU CAN GET THE LABEL ADDRESS BY CLICKING ON THE LABEL FROM THE SIDEBAR (If you have enabled Label Widget for Blogger). WHEN YOU CLICK ON THE LABEL ON THE SIDEBAR, IT WILL RELOAD AND SHOW ONLY POST FILED UNDER THAT LABEL. THE LABEL ADDRESS WILL THEN BE DISPLAYED ON YOUR BROWSER ADDRESS BAR.
2. Labels are case-sensitive. It's preferable to type your labels in small letters.
3. If the name of your page will be more than one word eg blogging tips, making money tutorials, How To Guide, then your Label Address should look like this http://www.fospaceblog.com/search/label/How%20To%20Guide
What i meant is that you should put %20 in place of space between words
